  • Large-Scale Capital Evaluation – Executed lifecycle-cost, staging, and economic sensitivity analyses for major infrastructure projects ranging from $1M to $2B, evaluating options under varying discount rates, policy triggers, and implementation timelines.
  • System Planning & Regulatory Filings – Supported independent system operator long-term transmission plans and Need Identification Documents (NIDs) with rigorous economic justification of preferred infrastructure options and staging strategies.
  • Capital Defensibility – Ensured major capital programs are structured to withstand public scrutiny, ratepayer advocate interventions, and commission review as least-cost, defensible investments.

2. Regulatory Strategy, Tariff Architecture & Market Design

Shaping forward-looking regulatory, market, and tariff frameworks that balance ratepayer equity, utility financial viability, and long-term energy transition objectives.

  • Transmission Tariff Architecture – Led provincial transmission tariff design at the AESO—governing rate structures, terms and conditions, connection policies, investment-level guidelines, and cost-allocation methodologies.
  • Distribution Tariff Modernization – Directing distribution tariff strategy at FortisAlberta, including the architecture of modern rate structures for electric vehicle (EV) fleet adoption, hyperscale data center interconnections, and Non-Wires Alternatives (NWA) frameworks that align utility incentives with customer savings.
  • DER & Energy Transition Integration – Designed rate mechanisms, policies, and regulatory roadmaps to integrate Distributed Energy Resources (DERs), utility-scale renewables, self-supply and export rules, and energy storage assets.
  • Utility Transformation – Transitioning traditional utility tariffs from passive cost-recovery mechanisms into dynamic frameworks that enable Distribution System Operator (DSO) transformation and electrification.

3. Operations, Governance & Enterprise Risk Management
